Selecting a Topic enforces consent settings. However, marketing staff can send emails without selecting a Topic.
Administrators should have the ability to require emails to have a specified Topic to be sent.

Also, need this functionality as we previously did this on Outbound Marketing and when we are moving to Real Time Marketing, it isn't developed yet.....
