As the ALM Portal for Dynamics 365 for Finance and SCM, LCS is a Critical Service for Partners and Customers. The current implementation has big GAP's which has to be addressed ASAP (implying risks for Partners and Customers).
LCS should be described as part of https://www.microsoft.com/en-us/licensing/product-licensing/products (Product Terms, Online Service Terms and Service Level Agreements for Microsoft Online Services).
