Batch for SysOutgoingEmailTable periodic clean-up

Currently there is no batch job for SysOutgoingEmailTable and related SysOutgoingEmailData tables periodic clean-up. Adding this feature would enable us to control DB size growth better.

This is a no brainer. This table tends to end up in top 20 largest tables with no periodic task available to clean up

The SysoutgoingEmailData can get especially large with attachments and the Docentric solution does not remove.
