We want to use an hourly leave accrual system to achieve 5.6 weeks of annual leave in a 52 week period. The formula used to work this out is 5.6 / (52-5.6) which comes to 0.1207 hours accrued per hour worked. We need to use this method as we have employees that work irregular hours, use of this formula is fairly standard in the UK for irregular workers. The hourly leave accrual needs to have 4 decimals.

I believe this could be achieved by going to Feature management, and enabling the "Decimals for rounding precision in leave and absence module" feature? This will of course impact the entire leave and absence module for the given legal entity including the amount in time off requests. You can search for the Learn: Dynamics 365: Dynamics 365 Human Resources page "Configure the number of decimal places in Leave and absence" for more details.
