Sometimes partners need to deploy the integration solutions to Dataverse without enabling integrations (for example, if the Go-Live date for D365 Sales/Field Service is before the go-live for BC, but the CE solution has dependencies on BC solutions)

In that case, the admin can go to "Dataverse Connection Setup", specify the environment URL and use the action "Redeploy Integration Solution". However, if the admin needs to deploy also the D365 Sales solution, they need to enable Dataverse synchronization (which generated table mapping and job queue). The same applies to D365 Field Service, it requires D365 Sales connection to be enabled.

The idea is to enable deploying solutions to CE without enabling integration. This can be achieved by two different approaches - change the OnOpenPage trigger to allow opening setup pages or by adding an action to the error message to deploy the solution.
