The most customers do have an Adminstrator which is managing the whole Office 365 Tenant. If the customer also has Business Central in use, the Administrator is also able to manage the Environments. He can Create and Delete Environments. However he is not able to Install an Extension in BC. This is only allowed by an Licensed User.

In my Opinion the Adminstrator ist the one how manage the extension and should be able to install them.
