In F&O, under the threshold discounts, there is a toggle switch for allowing non-discountable items to count toward the threshold of the discount. This means that items which have the "Prevent all discounts" option turned on will count toward the threshold if they are included as lines for the discount. Having the option turned on for large categories of items can be troublesome as users setting up discounts need to remember which categories and items have the option enabled. An enhancement to this functionality would be to have an additional column in the "lines" section where each category or product could be designated for whether or not the discount applies AND whether or not it counts toward the threshold. This way, you could say a specific category of items applies toward the threshold, but the discount does not apply. This would allow the item to be discounted by other discounts as needed since the "prevent all discounts" option at the item level could be turned off.

Another workaround would be to allow each line item in the threshold discoumnt to have a specific discount amount or percentage. Then for items that you want to count toward the threshold but not be discounted, you could specify that the items are included, but they receive a discount amount of 0%.
