Event Registration forms matching don't take into account business unit scoping

The business units matching in EM was never part of the scope for business unit's feature (provided by Shailesh, I just checked that with Konstantin Ershov who did that feature), so it's something not implemented from engineering POV. I'll let our PM know about this. Just to reiterate so the message is clear - this is unfortunately by design now. I am confident that Dev will work on improving this soon.

This functionality is crucial on order for many companies to fulfill legal requirements when using Dynamics 365 Marketing. I hope that this will be delivered soon.

This is also very important to us! It now basically stops us from continuing to use Dynamics Marketing. We've also discussed it with the product group, so let's hope they take this up quickly. If you implement a feature like 'business unit scoping', then it should work for everything. I personally don't know anybody that is not using business units with dynamics.
