You cannot proceed the Quote, in case of including an item without Vendor. Then, the Resource type is "Avility"

I mistook avobe.
it is not "the Resource type is "Avility" ", but the Requirement type is Capability.

So, please consider to add a feature like searching the available Vendors, then using it on Quote.
