The idea is that the user or the system administrator is able to define shortcuts on specific actions itself. Currently you can just "Move", "Hide" or "Run (Ctrl+Click)" an action, but I think a "Add/Change Shortcut" would perfectly fit in there.
Our product has predefined shortcuts, but for some customers action A is more important than action B and then there's always a developer necessary to define/change a shortcut.
