Ensure that employee development configuration can be different for each legal entity/company.

Currently under "Employee development > Performance setup" all goals, measurements, and review templates are stored against the "DAT" legal entity/company. This means that every legal entity must share/see the same configuration information. This is incompatible for any corporation consisting of separate legal entities with "Chinese walls", where one legal entity cannot be allowed to see the strategic goals of another organisation.

The current limitation is also incompatible when there is more than one legal entity and they have different corporate strategies, requiring more than one set of goals, measures and so on.

Currently, the Human Resource manager role of any legal entity has full access to modify the performance setup in use by other legal entities (as there is only one instance of performance configuration). The maintenance of the performance section of Talent should be limited to a Human Resource manager role granted to a specified legal entity/company.
