Create a OOB System admin read only role

It would be useful to have a read only role that can see all the data. Essentially a system admin read only role. This would be particularly useful through out implementations where you may have key people that will need to see the configuration settings of the golden environment, but you need to limit the ability of these user in terms of modifying this environment. I'm sure there would be other pratical applications for this as well.

Hi Andrew-- the data entities can be secured via role based security. For scenarios where certain users need access to read entities, such users can be granted access to such entities via a custom role. Having said that, I do feel I might be missing something here that I am not understanding the ask. If that is the case, pls drop me a note at sunilg@microsoft.com and we can discuss.

Another reason for that role would be for Auditors
