Editable filter in the scheduling board list view

Currently the filter is not configurable, it can only filter by client name. It would be great that we can configure the filtering criteria.

Resource Search field is to do basic filtering by the Resource name, however, for making extensible changes to Resource Filtering, please refer to the URS documentation page, https://aka.ms/urs-docs
