One of our customers had the organization divided into cost centers. Cost center owners are using Business Central to report their cost centers revenue and/or costs. For that purpose, they have limited access to BC functionalities, that is they are allowed to use financial reporting, general ledger entries and budget entries. In all of these, the dimension value filtering works just fine.

As part of their reporting, the cost center owners are entering the budget figures for their own cost center in Business central. The budget itself is a total budget for the company. Entering the budget figures works just fine as well, the cost center owners are only able to enter budget entries for their own cost center.

In order to restrict access to data accordingly we have utilized security filters. Specifically for page 113 we found an issue, as the security filters are not being respected by the page.

The cost center owners should only be able to see their own budget figures, but what we found is that the dimension value filter does not apply to the total field in page 113, hence allowing the cost center owners to see all total amounts for the budget for the year and across months.

We have used dimension level filters in other customer environments as well, and its works just fine in financial reporting. This is a common requirement at our customers.

But the difference in this customer is that the cost center owners should be able to enter their budgets in BC without seeing budget figures for other cost centers than their own.

Since the goal is to perform budget comparisons at the company level, the financial report columns refer to a single budget. If there were cost center-specific budgets, auxiliary columns would need to be created for company-level reporting to sum up the entire budget. Related to this, when forecasts are made (every month), a new budget is created each time, requiring the columns to be adjusted accordingly. With a single budget, changing just one column is sufficient.
