Allow Purchasing Agent role users to Decline Vendor bids via the Edit RFQ Reply

Users with role Purchasing Agent contain duties to PurchRFQReplyTableMaintain, which in turn has the permissions for Declining a bid, PurchRFQReplyDecline, to Grant. This, however, does not allow users to Decline Bids, as this function is further restricted only to System Administrators and Vendor Contact (external) roles.


For any business that uses a Vendor EDI and gathers timed quotes, the ability to decline a bid is crucial to the process.
