Currently you can only embed a PowerBI tile in a custom (user) dashboard.  This means that it cannot be included in a solution.... not sure why this limitation exists.  It means that we have to re-create this dashboard and share it with the appropriate people in each organization.  This does not work well with ALM and multiple environments.
