When a cycle count is closed, the pending review is not automatically accepted even it is within the counting maximums setup on the worker form. This is happening when the quantity is changed from zero to a value. The only way to avoid the creation of the review in this case is that the worker is set up as supervisor. But even without a supervisor, it should also be possible with the counting limits on the worker to avoid pending reviews when the stock is increased from zero.
