Database copy between Sandbox(include Tier-1 development) under same tennant.

When copying database between Sandbox (Tier 2~) and Sandbox (Tier-1 development) ,we must use SSMS through RDP access. (In my case,we had to apply MSFT for using SSMS from Sandbox Tier 1 to Tier 2 ,to open connection to Azure SQL Firewall ) Similarly between Sandbox and Production instance ,copying database should be done through LCS menu,I think. (Perhaps all other developers using data packages in such case?)

We need some more details to understand your suggestion better. Can you please help us by answering the following questions?

1) what are you trying to accomplish?

2) how do data packages fit into this? 

3) moving data between sandbox and prod is already available as an LCS option under Maintain -> Move database. Is that not what you are looking for?
