The Hazardous materials shipper's declaration report (Warehouse management > Shipments > All shipments > Hazardous materials document (button group) > Shipper's declaration) will run a check to ensure that the shipment has a carrier and carrier service. This is not necessarily important for cases like transfer orders where carriers may not be involved. There is a flight that exists in the TMS packing slip report that disables this same validation within that report. It would be acceptable to implement that flight in this report as well so that delivery modes not tied to shipping carriers and services could still be utilized.
