Make it possible to request time off on behalf of another employee via ESS.
Now a manager can request time off for one of his/her direct reports but the system would also benefit from a solution where other employees could request time off for someone else without a managerial hierarchy. For example when an employee needs to be able to fill in time off requests on behalf of their manager.

Definitely needed! in our case we have team assistants (which are not the managers) which are allowed to request time off for their team members.
