The CreateIRMark() procedure in the HMRC Submission Helpers Codeunit can't be used in the cloud

An overload should be available for the CreateIRMark() procedure that that accepts a built-in XMLDocument, converts it to a DotNet XMLDocument and then calls the standard CreateIRMark() procedure.
