If your setup Intelligent Cloud could check right away for the required Database Compatibility Level of 130 or higher, you could prevent the first sync error:

Thank you for your feedback. We released this feature as part of the functionality in April 2019. 

You will now get a message during the wizard if the compatibility level is not 130.
