*** Related to my "Wrapper for cloning a block" idea *** https://experience.dynamics.com/ideas/idea/?ideaid=b8f010e1-ed82-e911-80e7-0003ff689b0e Trying to create a library of blocks/rows/sections for our marketing team to easily add and remove from their emails but Content Blocks don't function as I would anticipate. Ideally, would like to "add" a content block by just dumping in all the HTML from that block and making it editable like any other content. Right now everything except images gets frozen when a content block is used so the team goes into a content block, copies all the HTML and then goes into the email and pastes it where it's needed.

Whats actually needed to make content blocks really reusable is, that you may add … element as documented in https://docs.microsoft.com/en-us/dynamics365/marketing/custom-template-attributes.
Otherwise content blocks are very static for just footer or header. But I also see content blocks like: "Large image with caption", "Small image with caption", "Product Hero" and so on.
Currently the data-container attribute gets deleted, when adding a content block to an e-mail, Just had a look at the preview of the upcoming release and it seems that content blocks are pretty much the same as before.
