VerticalStretch & VerticalShrink should work on ListPart

Current use case is using a more advanced grid that allow dynamic columns (unlike the limits of built-in grids). This greatly improves UX..
Current limits prevent the grid from being able to Stretch/Shrink as new row are added or deleted.
