Currently the review type workflow is only triggered on the employee (after the manager has started the review process). It would be great if you could choose worfklow based on different types of reviews and then have it trigger on the 1st step of starting the review, or have the workflow trigger at the start of the review (you can then use the currently functionality to specify conditions in the workflow based on review types). In some instances the review goals/measurements/tasks need to be approved before it is sent to the employee. This isn't possible at the moment.
