In any scenario it was possible for a user B to overwrite a checkout (and thus to delete the hold, i.e. to execute the clear holds function) created by user A.

Thanks for this Idea. it is only a user with the role for the hold code which can clear the hold. If the user overriding the checkout is also a user who is assigned the role for the hold code, then he can also clear the hold. Otherwise he cannot.
