When a Purchase Requisition was created in the previous year and when user tries to generate Purhcase Order over "Release approved purchase requisitions" form, users are getting error message as "Purchase requisition line was pre-encumbered in a fiscal year that is different from the accounting date of the purchase order. Hence, the purchase order cannot be created".

To solve this issue, we are applying 3 temporary ways:

1. Updating the session date to the previous fiscal year.
2. Deactivate budget control parameters
3. Changing Purchase Requisition Accounting date as current fiscal year

To get rid of this kind of issues for the year changes, there should be a function to change the accounting date during Purchase Order creation or transfer budget pre-encumberance to the new year.

I hope, these possibilites provides users to not get error messages during creation of Purhchase Orders.
