Ability to run 2 factor authentication when newly creating an account on portal site by using invitation function with contacts configured as 2 factor authentication

2 factor authentication doesn't work only if an account is newly created on portal site by using invitation function with contacts configured as 2 factor authentication.
2 factor authentication works fine after newly creating an account and signing out and signing in.
