Allow eligibility fields for absence plans, ie, Directors have a specific balance, non-directors/standard employees have a set balance (that auto-assigns on their first day) and contractors have a different balance (also auto-assigning on the first day).

We should be able to do this for any plans of our choice and it should always auto-assign on their first day, rather than us having to go and assign them manually
