Allow shipping stations to have a device license.

Many shipping departments use shipping stations, that are not dedicated to a single person. If a company chooses to use one of the Shipping ISVs that are available in BC- they are required to have a named user for each person in shipping.
This is not practical as you may have 3 or more people using the same workstation one after another and they cannot log out and back in repeatedly . And it is very expensive.
