This problem occurs mainly in case final customer organizes shipment and send a truck with insufficient space, so that some pallets must be left behind for next load.
A packed container can now be moved beetween shipments/loads only if you reduce the picked quantity from load to a deteminated location without licence plate.
This procedure has some defects:
-it is time consuming with multiple lines
-you loose container information, even licence plate
-items become free and usable for everybody and that is not correct

My suggestion is to let the container be moved in a new load or in an existing one not shipped yet.
With this step, shipment should be created accordingly.

I agree with this. The only way currently requires you to, in essence, re-pick the items on a given License Plate if you want to remove from one load, but still ship on another. You should be able to retain this completed picking work on the Target License Plate, but move it to another Shipment/Load.

The larger element I'm looking for is the ability to modify combine/consolidated shipments. Multiple same destination orders will automatically consolidate, but there are some cases that this is not the desired outcome from the customer requirements to put unique pro numbers on each individual PO. Since the Pro # is at the shipment level, if consolidation happens and all work is complete before its realized, we would love to be able to select the License Plates for an entire Sales Order/PO and move them to their own shipment. Essentially, next to "Consolidate Shipments" it would be effective to have a "Split Shipments" option.

Yes it will be useful for lots of firms and they do not do next completion and packing works.
