Within the standard functionality it is possible to release orders to the warehouse.
Even when a customer is put on the invoice on hold status (Invoice & delivery on hold field).

This could cause indirect costs for customers because warehouse employees can perform order picking, but cannot print a packing slip.

The functionality does block the creation of WMS1-picking lists, but the an improvement can be made by also blocking the release to warehouse.
