Provide ability to Publish as Completed from Retail Channel Categories and Product Attributes.  This should set the publishing status in the Retail Channel and AX dbs from 1 to 3 in the following tables.

This is to allow Catalogs to be successfully published without the need for development using the SDK or requiring access to SQL Server.  Currently the only way to publish to the on-line sample store is to set the status in SQL.

This is a requirement for Proof of Concept engagements as well as internal and external demonstrations that will simulate the commerce publishing updates that would normally be updated by the ISV commerce solution.

This is to simplify the publishing process during POCs and demos.
