Disable Edit in Excel on pages where it is not allowed to be used like Budget

When working with Budget Entries, the option “Edit in Excel” is giving an error message, so we expect it to be hidden.

Alternatively fix the bug so that Budget entries can be edited in Excel and it doesn't complain about read only fields.
