When the letter entity is set to be shown on the timeline and a quick create form is available for the letter entity, it's not possible to trigger a new letter from the timeline in the UCI. Feedback from MS on this:
for the quick creation of Letters through the Timeline button, there is a feature gap between the two versions (UCI and Web) of the system and currently they cannot be created from there.
