When creating quality orders for production the logical users to enter test results are production employees. To enable this function Dynamics need to have a quality reporting screen in MES to report results associated with an employee batch and this feature must be part of the team or device license tier.

After much consideration, we found that quality orders for in-process production was unusable and not cost because the navigation was too complex to teach at scale to our production associates and it would be hundreds of thousands of dollars to provide our user the full SCM license that would be required to edit quality orders.

By enabling a simplified entry on the MES user interface and allowing entry to be done at a lower license cost Microsoft would allow companies to actually use quality plans/orders in production with production employees.

I have a customer who is intending to use Quality orders after Report as finished, in order to confirm that the good quantity meets the correct standards. They will need to amend the MES framework to include this, as the test results are product attributes. If the MES framework included this, no need for an extension.
