When running a report, a user can choose a filter for the pre-defined fields or replace an existing filter field with a new one, but a user can't add additional filter fields. For example, the Inventory Valuation report offers three field to filter on. Let's say the user makes use of these three fields but requires now a fourth field to filter on. This is currently not possible.

The most important field - Location was missing in Inventory Valuation Report.
I was available in RTC.

Please put this back to BC on Cloud.

When presented with a list of fields to pick from, It would be nice if the fields have an attribute bit of "Has Data"
and the search for field has an option to hide all fields in this table that do not have any populated in the table.

This is a must-have, especially for users coming in from RTC.
Also, functionality of some standard reports is severely limited by not allowing Filter fields other than what is explicitly set through ReqFilterFields setting.

E.g. Report Suggest Vendor Payments allows filtering Vendor Ledger Entries using FlowFilters Currency Filter, GD 1 Filter and GD2 Filter from Vendor.
In BC Web Client user can't set these filters at all, as only No. and Payment Method Code (which are not flowfilters)are set for filtering.

No, you can't add any more fields on a report data item. That's my point.

You can use Add Filter for any data item with filter fields. This is also available on Inventory Valuation report.
