While creating a new external catalog, specifically, when we have multiple vendors with the same name, but different Party IDs, we find that regardless of which vendor we select, only the first Vendor in the list is added to the catalog.

This is a generic issue, and not country or customer specific. This needs to be fixed, by not relying on Vendor name but instead on Party id.
