Ability for ISVs to publish their Knoweldge Base articles, known issues and hotfixes on Issue Search

Currently each customers have to work seperately with their relevant ISV partners on ISV's issues. It would be good if we display ISV's knoweldge base article, updates on LCS Issue Search as well.

Also a better way to publish isv licenses via LCS would be nice to include in the asset library, so the customer can easy apply license files to the environments.
