Description of problem:
Workflow approval notification setup to use %Workflow.Link to web% placeholder, placeholder is not translate into "Link" as other workflow

We looked into workflow initial code and identified issue due to WorkflowWorkItemTable.insert() routine removed special tag “[$” for %Workflow.Link To Web% placeholder. Therefore, email distributor unable to interpret URL accordingly.

Long URL also appear when approver from timesheet entry page, We would recommend code change to handle URL display as well - SysWorkflowFormControls.getActionBarContentForWorkItem().
