Customer is manually disabling the active users and putting the batch jobs on withhold. There are lot of manual activities involved in it. Is there any optimal or best practice approach involved in doing this to reduce manual activity.

For example there are 1000 users and want to disable 500 active users. We are disabling the users manually.

Please look into this and provide optimal way to reduce the manual activity.
