payroll api - ready to pay - flexible setup to define which validations define "ready to pay":

Just saw a MS demo on ready to pay, incl. the validate option to see whether or not workers are indeed ready to pay.
The demo did not show anything about setting up which validations or which fields need to be filled in to have a worker "ready to pay".
1. Is there functionality in the UI to set up which fields define ready to pay?
2. if not, can this be added to be flexible in setting up the ready to pay validations?
