When a user prints a report and does not have the excel permission, then RT0031 will be emitted to telemetry. This is likely caused by however those permissions are being tested for the "print with" dialogue. Over the last seven days I have nearly a thousand of these events logged, and only two actual permission errors.
This is a silent error despite the message (Permission error shown), the user doesn't see it, this is just noise for the administrators attempting to determine any potential issues.
