(I post this instead of a partner in Japan.)
We (a partner in Japan) was set [Azure storage account connect string] on integration configuration form on production environment and moved the production database to DEV/UAT environment. And then, they cannot open System administration > Setup > Integration configuration form with the error: “Encryption error occurred” on the both environments.
We've already confirm the docs below, but we thinks that the form itself should be opened without deleting the data manually even if the form has a field which has invalid value.
