Purchase agreements are used by organisations as contracts with vendors. Contract needs to be then approved within approval workflow. By some design decision purchase agreement workflow is available only when Public sector configuration license keys are activated. It would be good to have purchase agreement workflow available even without public sector keys activated.

This should not only be considered as an 'Idea'
There are bugs in the fact that you
- need publicSector configkey on to enable (conditional) queues but
- can use PurchAgreement workflows without PublicSector config key on, without queues, which can still be selected in the workflow, but not created in the setup (document: PurchAgreement is non existing) and thus can not be used
- ...
Please reconsider this 'idea' on the roadmap

Idea is to make this workflow optional: so that it is available outside Public Sector if you need it, but not mandatory if you don't need it.
