Today you need to be assigned the super user role to be able to upload new Power BI repors through the role center in Business Central. If you do not have super user role in BC you have to upload new reports through the Power BI service.
I suggest you create a security role in BC that allows users who are not super users to upload Power BI reports through the role center.
