When reviewing a worker's previous benefits, not all 'child' personal contacts are displayed. The system will state that a certain number of personal contacts were select for a past/expired plan, but only display other (parent, sibling, etc.) contacts and children under a certain age. The birthdate is the driver for a 'child' to be shown in the list of previously selected contacts. This can be confusing for benefits admin reviewing past selections because they would see less names listed than the amount noted by the system.
