Can we pause all on load function to only trigger when the sessions are on focus when sessions are refreshed?

We have a requirement to direct / create additional sub session on load with certain scenarios, and since the current behaviour of the refresh is to restore all the session and trigger all onload function, it creates duplicate tabs unnecessarily.

It would be best if it waits until all sessions are restored and then trigger the onload only on the session in focus.
