I want to share the workaround we have been using for described requirement because this idea has quite a lot of votes.
We use Short pick process with a Work exception that has no adjustments. Item reallocation is “Manual”, so the picker sees a list of locations with on-hand info where to pick the remaining quantity. D365 cancels remaining pick/put lines and creates new ones. All stay under one target license plate.

There used to be a "split pick" button on the handheld back in 2016 for D365. It was there during our training but was removed before go live. We were never able to get that button to work but I think it was designed to address this issue. I have seen articles discussing this for AX 2012.
This would be a huge benefit because it would prevent the additional work IDs and streamline operations for front line users.
