As described in the following documentation, Designer is only available in Sandbox environments.

However, I believe activating Designer in Production environment will improve user experience of business central
In some scenario, end users are non-programmer and not used to deal with development tool such as VS code.
Thus, the functionality which enables users to directly edit design in production environment so that they can perform the operation by themselves.

Many customers are asking the feature to be in Production environments.

This would be great. Sometimes users see fields in Sandbox and when they want them on Production, they cannot add them to the view. This would give them independence.
